You can in the release of October 2017 export a form into excel, edit the existing fields, and upload it again.
It does NOT allow to add new fields for the moment.
follow these steps:
1. access the test page (forms/test.aspx)
2. Click on 'Forms'
3. Export the selected form
4. Edit the excel sheet (you can set the values of each field, except section rules & filters).
6. Upload it again
